Clear Vistas Community #1 Limited Partnership (“CVLP”) has successfully closed on and acquired 521 acres of the intended 730 acre development site. The largest remaining parcel (150 acres) is due for closing on October 31, 2008.
CVLP is moving ahead with leading planners to ensure the long term community plan, zoning requirements and development plans are on schedule. Ideas and submissions from the design contest finalists are eagerly awaited.
Clear Vistas Community #1 Limited Partnership (“CVLP”) has successfully acquired ownership of 685 out of 730 acres intended development site. The remaining 65 acres in the southwest corner of the assembly remains under contract and is expected to be closed in 2009 once the severance is complete.
Phase 2 Environmental Studies and Topographical Reports (land elevations) are now complete. The Geotechnical work is being completed. This work is required to study the soil characteristics for the builders.
Water and sewage arrangements remain a priority. The RM has now acquired the lands (70 acres) for a new lagoon. This acquisition partially anticipates the needs of Clear Vistas.
Clear Vistas Engineers are now working on the first draft of the zoning application and the development plan that will be presented in February 2009 to the RM for approval.
Design contest awards have been receiving media attention from our press releases. Prominent professional publications (two so far) have confirmed they will be publishing stories about this contest in one of their 2009 issues.
Management from Clear Vistas, along with other local developers, attended meetings with the Minister of Enterprise and Innovation to establish provincial government support for infrastructure funding and address traffic and schooling issues in the area Clear Vistas is situated.
An application to subdivide land for the first subdivision of Clear Vistas has been submitted to authorities.
Engineers are in the process of completing the first draft of the Development Plan for submission to authorities.
95% of Clear Vistas lands are now included in the area designated for residential development in the draft of the Secondary Plan to the Official Community Plan of the RM of Edenwold. Amendment requests by Clear Vistas for the boundaries to include the remainder of Clear Vistas lands have been presented to this Council.
A Traffic Impact Study has been commissioned by Clear Vistas to Stantec Consulting to engage the regions and municipalities in future direction and traffic solutions. This much anticipated study involves many stakeholders and is vital to the zoning and necessary requested by-law amendments and approval process.
Stantec Consulting has completed the Concept Plan for Clear Vistas for presentation to the provincial and municipal authorities. This is a detailed report that considers the entire Clear Vistas project related to transportation of water, drainage, and waste water throughout the project. Thanks to the investors, the funds were available to perform this very detailed study for the entire project, not just for the first subdivision.
Saskatchewan Watershed Authority has just issued a study of water demand in the Regina East Region. Clear Vistas requests for requisition of water are included in the multi – year water demand and sourcing study result.
The zoning and by-law modifications request by Clear Vistas to the municipal authorities has been made. The community design is truly a masterpiece that now will be commented on and modified as the anticipated process to approval continues.
Many more actions have been taken for preparation of the project for regulatory approvals and how the community is going to be designed for buyer eagerness.
The Rural Municipality of Edenwold has just issued a tender requesting proposals for the expansion of the water treatment plant in Emerald Park (adjacent to Clear Vistas). The first phase of the plant extension, which is the intent of the tender, will provide service to 1,000 to 1,200 new homes; and the planned second phase, for a future date, will service an additional 1,000 homes. In short, the planned increase in water treatment capacity underway at this time by the Rural Municipality of Edenwold will provide enough capacity to support the first five or more phases of Clear Vistas.
Continued extensive discussions are underway with officials and elected representatives of the Saskatchewan Ministry of Education and the Prairie Valley School Division(PVSD), including one presentation to the full Board of the PVSD. Clear Vistas is presenting its formal proposal to PVSD for an elementary school on Clear Vistas lands August 28, 2009.
The Traffic Impact Study commissioned by Clear Vistas to Stantec Consulting to engage the regions and municipalities in future direction and traffic solutions is approx. 40% complete. This is a much needed report for the region anticipated by many officials and elected representatives. The report will assist in the formal approval processes for Clear Vistas. All efforts are being made to receive required approvals.
The zoning and by-law modifications request by Clear Vistas to the municipal authorities made early this year awaits comments and feedback from many of the recipients. We are promoting our need to 'move dirt' in mid 2009. The community design will change as we attempt to accommodate many of the stakeholders. To that end, we have prepared many different pro-formas (budgets for Clear Vistas gross revenues and direct costs). We have received an updated cost report from Stantec Consulting that we used to prepare these alternative project scenarios. Each pro-forma indicates gross income over 425 million and direct costs of approx. half of the gross revenue amounts. Please view the attached most recent plot plan.
The draft of the final Geotechnical report is completed and Stantec Consultants Ltd. (the project engineers) is reviewing its content. This study is important because it discusses the local soil and water table conditions. This critical information is used by home builders.
Environmental reports are finalized. There are no special species that raise any concerns.
The draft interim traffic study report has been received from Stantec Consultants Ltd. and will be presented to Councillors of the Town of White City and other interested parties.
Additional work underway:
- sourcing suitable waste disposal alternatives;
- securing water allocation to Clear Vistas;
- preliminary discussions with the Prairie Valley school board;
- sourcing of advanced and least expensive water piping systems;
- promoting the idea of a destination Prairie Artisan Center and Artist Village as part of the dynamics of commercial development of Clear Vistas; and
- researching potential sources of grants or other resources for our sustainability initiatives and new technology for wastewater.
We received notice on Oct. 17, 2009 from the RM of Edenwold ('the RM") that at this time, they are unable to proceed with the subdivision approval for the property known as Clear Vistas. The size of such a large residential community is no longer compatible with the current and proposed revisions to their official community plan and their capacity to provide services to Clear Vistas. As such, Clear Vistas has now made an official request to White City to annex the Clear Vistas lands. White City planners have indicated in the past an annexation of the Clear Vistas land was beneficial to the town. This is very good news as White City can now proceed with the annexation process and the next milestones of zoning and completion of the project design and servicing can be expected to be much more active.
The Geotechnical Report and final Traffic Report have been received and forwarded to various authorities, the Town of White City and our engineers (Stantec Consulting). Provincial authorities are preparing to complete a more broad based traffic report for the area east of Regina. This is welcome news because it will provide the impetus for actual provincial budgeting for traffic solutions for the entire White City, Emerald Park, Clear Vistas location, especially regarding improvements to access to Hwy. 1.
Many meetings have been held with stakeholders that will be involved in the Prairie Artisan Centre and Artist Village planned for part of the commercial area of Clear Vistas.
Receipt of multiple proposals for waste water treatment alternatives have been received from some of the most prominent firms in the province and elsewhere.
Actions have increased considerably by many provincial and municipal authorities that involve strategic planning and overall assessment of growth and related requirements and infrastructure needs of the area immediately east of Regina, where Clear Vistas is located.
Contemplation and expectations by the Town of White City that development activities in their area will increase significantly is verified by their many recent actions as reported on their web site. If you visit www.whitecity.ca and click on Council Meeting Packages and Council Minutes you will see reports of their many proactive operating initiatives. The Council and Major for the Town of White City should be highly commended. You will see the information on their web site proves that, in addition to joining a new public utility to manage waste water, they have approved contracts with service providers that will assist them with their Strategic Planning Process, revisions of their bylaws protocol, and obtain assistance from local engineers as they manage growth and new development. This is all great news for Clear Vistas.
